Upcoming Heroic Elegon Hotfixes

Since a few guilds had already beaten Heroic mode Elegon before we were able to apply a hotfix to the issue, we chose to hold off on resolving this issue until now to keep the field even during the first week of Heroic progression. In addition to the fix to Discharge, Elegon’s health will also be reduced to offset the loss of Draw Power stacks resulting from the Discharge resolution.

The following fixes will be in place when raids reset this week in each region:
  • Discharge now properly deals damage in Heroic difficulty.
  • Elegon’s health has been reduced by approximately 12.5% on Heroic difficulty.

Windsong and Elemental Force Information

Originally Posted by Blizzard (Blue Tracker / Official Forums)
We recently hotfixed the Windsong and Elemental Force weapon enchants to improve their performance for many users. The important part for most players is that Windsong is now is a useful enchant for all classes and specs, since it will trigger on all damage or healing, be it spell, melee, or ranged, and direct or periodic. Elemental Force will also trigger from all damage, so is useful for all damage dealers.

Additionally, these two enchants use a new system for triggering, which we wanted to give some details on. These are the gritty details, which you do not need to understand in order to use these enchants, but we wanted to detail for the benefit of the theorycrafting community. If mathy simulations and modeling aren’t your thing, none of this will matter much to you.

We have had various methods for triggering procs throughout WoW’s history. Most procs fall into two categories for the past few years:

  • Relatively high but static proc chance, with a significant cooldown. Most trinkets and caster procs fall into this category. For example, a trinket may have a 30% chance to proc on hit, with a 55sec cooldown. This lets us balance the trinket with a pretty safe assumption of procing about once per minute. Unfortunately, since it’s so reliable, it doesn’t really feel like a random proc, but rather like an On Use trinket that’s just on auto-cast. The uptime won’t increase significantly with any stats with this type of proc.
  • Relatively low proc chance with some normalization based on weapon speed, typically referred to as ‘PPM’ (procs per minute). Most melee weapon enchants fall into this category. For example, a weapon enchant may have 3 PPM. That checks your weapon speed, and gives your attacks a % chance based on that. If you have a 3.6speed weapon, your attacks will have a 3(PPM) * 3.6(weaponspeed) / 60 (sec per min) = 18% chance. All your white and yellow attacks with that weapon will have an 18% chance to trigger the enchant. Despite being supposedly ‘3 PPM’, that really will result in significantly more than 3 procs per minute, since all of the special attacks can proc it. Since there is no cooldown involved here, this type of enchant can feel random and streaky, instead of reliable. That isn’t necessarily a bad thing though, as you are just as likely to get lucky and get several procs in a row, which can be exciting. Some stats, primarily haste, will increase the frequency of these procs. However, since they vary heavily based on weapon speed, and how many special attacks you’re doing, these can procing significantly more or less for one class/spec/weapon than another, making them difficult to balance.

So, there are pros and cons of both of those types of procs. We’re trying a new system for these enchants. This new system, nicknamed Real PPM, aims to give the random nature of procs, the scaling with haste, and the ability for us to balance them assuming a standard proc frequency. Here’s the short version of how you can expect them to function:

  • Windsong is 2 Real PPM. Elemental Force is 10 Real PPM.
  • Regardless of how you’re attacking or healing, slow or fast, with DoTs or direct heals, whatever, you can expect to get the same proc frequency, on average.
  • Dual wielding and having both weapons enchanted with the same enchant will double the frequency of procs that you get.
  • This Real PPM is increased by your haste %. (The highest of your melee, ranged, or spell haste is chosen).
  • Simple as that. Whether you’re an Affliction Warlock dealing very frequent DoT ticks and Malefic Grasp ticks, or a Holy Paladin casting purely Holy Lights, or a Combat Rogue quickly attacking and using specials, or an Enhancement Shaman attacking with slow melee attacks and spells, or a Shadow Priest channeling Mind Sear on fifty Onyxian Whelps, you’ll get 2*Haste Windsong procs or 10*Haste Elemental Force procs per enchant per minute.
  • We’re excited to see how this proc system works out. If it works well, we may start using it for more types of procs. Feedback about how it feels is most welcome.

Here are even more nitty gritty details, if you’re interested:

  • It can proc from any damage/healing event. It keeps track of the last time it had a chance to proc for that enchant.
  • It calculates the difference in time since the last chance to proc. It uses that time to determine the chance for that event to trigger a proc.
  • For example, if you have 22% Haste, it was 1.4sec since the last chance to proc, and you’ve got Windsong, then the chance to proc is 2(ppm) * 1.22(haste) * 1.4(time since last chance) / 60 (sec per min) = 5.693%.
  • The ‘time since the last chance to proc’ is capped at 10sec, so that your first attack of a fight isn’t a guaranteed proc.

If you have any questions about this, please feel free to post them here, and we’ll try to answer them.

World of Warcraft PTR Patch 5.1.0

General
  • The Pandaren Campaign begins!
    • The conflict between the Horde and the Alliance has ignited a new series of daily quests along the shore of the Krasarang Wilds.
    • Players can visit their faction strongholds in the Vale of Eternal Blossoms to begin the quest to summon their war fleets to the continent of Pandaria. (Please note: The Alliance version of this quest is not yet complete, but will still unlock the new missions and features).
    • Players will both valiantly defend their faction’s outpost and assault the opposing faction's headquarters.
    • Two new Reputations have been added: Alliance players can earn reputation with Operation: Shieldwall, while Horde players will curry favor with the Dominance Offensive.
    • Players can slay rival NPCs and opposing faction players along the shore to earn commissions that can be spent to upgrade their faction's base.
    • Look for strategic objectives to capture, including graveyards and towers. Commissions can be spent to recruit guards that will help protect this captured territory!
    • Players who are truly dedicated to their faction can spend their commissions on an item that will give their fellows an extra reputation group quest for the day. Horde players can speak with Ongrom Black Tooth, while Alliance players can contact Proveditor Grantley for details.

Pet Battles
  • A new item has been introduced that can be used to upgrade the quality of Battle Pets: Battle-stones.
    • Battle-stones are available in two basic types, general purpose Battle-stones that can be used to upgrade the quality of any pet, and family specific Battle-stones, which can only be used to upgrade pets of a specific pet family.
    • Battle-stones are available in two qualities: Flawless Battle-stones can upgrade pets directly to Rare quality, while Polished Battle-stones will upgrade a pet to Uncommon quality.
    • Players will have a very small chance to obtain a general purpose Flawless Battle-stone after winning a match against wild pets; defeating higher level opponents increases the chances of obtaining a stone. These valuable items are not soulbound, and can be sold on the Auction House.
    • Family specific Flawless Battle-stones can be found in the Sack of Pet Supplies obtained from performing Pet Trainer quests, and are Bind on Pickup.
    • General purpose Polished Battle-stones can be purchased for 1000 Justice Points.
  • Pet Journal
    • The quality of each pet is now visible in its slot in the Pet Journal.
    • Pets can now be filtered by name, type, rarity and level, and filters will remain in place each time the Pet Journal is viewed.
    • It is now possible to search locations in the Pet Journal. For example, searching “Westfall” will display all the Battle Pets that can be found in Westfall.
  • Right clicking a pet's portrait will now offer the option to look it up in the Pet Journal.
  • Players can now keep up to 650 pets.
  • Battle Pet tooltips will now display whether a pet is owned, and how many pets of that type are owned.
  • Pet Quality is now displayed in battles, and will be visible on portraits, names and tooltips.
  • The level of battle pets in a zone can now be seen on the map, and it’s now possible to see the strength of wild pets relative to your team at a glance.
  • Backline pets now display debuffs affecting them as well as the remaining duration of these effects.
  • The experience multiplier obtained by all seven Grand Master pet trainers in Pandaria has been increased to x5 from x3.5.
  • The experience multiplier obtained by defeating Pet Trainers Julia Stevens, Old Macdonald, Zunta, and Dagra the Fierce has been reduced to x2.5 from x3.5.
  • Macros have been added that allow for summoning random pets and random favorite pets.
  • The achievement Taming the World now awards the Safari Hat, which increases pet experience gained from Pet Battles by 10%.
  • The I Choose You achievement has been added for defeating Zen Master Aki. The reward for this achievement is 3000 gold.
  • A new Master Pet Tamer offering daily quests has been added to the Darkmoon Faire. Completing quests for the new trainer will offer the chance to acquire a new pet: the Darkmoon Eye.
  • Two new Battle Pets now roam Darkmoon Island waiting to be caught.
  • Fixed a bug where the Gazelle would join pet battles.

UI
  • A new banner will appear when a player is subjected to an effect that causes them to lose control of their character. The effect that caused the loss of control and remaining duration will be displayed. Configuration options are available in the “Combat” section of the “Interface Options" menu.
  • A search bar has been added to the mount section of the Mount and Pet Journal.
  • The Mount and Pet Journal remembers which tab you were last using.

Brawler's Guild
  • Underground fighting rings have sprung up in Stormwind and Orgrimmar that will give brawlers a chance to earn bragging rights by testing their solo PvE mettle against some of the toughest creatures found in World of Warcraft.
  • Players will prove their skill, and increase their rank with the Brawler's Guild, as they win matches against some of the most difficult solo encounters in World of Warcraft.
  • As their Brawler's Guild rank increases, players will unlock additional rewards and activities within the Brawler’s Guild.
  • Brawlers on a realm will gather together into the blood spattered ring to watch as their peers face down their own opponents. They can watch the battles in progress to learn from hardened Brawler's Guild veterans as they wait for their own turn to fight.
  • If this is your first night at Brawler's Guild, you have to fight.

Patch 5.1 on the ptr soon

While Mists of Pandaria already comes packed full of some of the most diverse and expansive World of Warcraft content to date, we’re staying true to our goal of delivering new content faster. With that in mind, we’re pleased to share that the first major Mists of Pandaria content update, Patch 5.1, is well underway.

In fact, our plan is to release a build of patch 5.1 on the Public Test Realms soon so you can experience it for yourself! Initially, the PTR build won’t include all of the 5.1 patch content, but here’s a glimpse of the major features that are already in the pipeline.
Patch 5.1 Features
Pandaria and the War of Conquest

While members of the Horde and the Alliance have been busy exploring the exotic continent of Pandaria, Garrosh and Varian have been gathering their forces in preparation for the struggle to exert the influence of the Horde and the Alliance over these long-lost lands. Players who have quested through Pandaria will find Horde and Alliance expeditions arriving in force on the shores of the unspoiled continent, bringing the tensions between these factions to the fore. New daily quest hubs and faction reputations will be available to adventurers eager to do their part in the brewing conflict.
Brawler’s Guild

Underground fighting rings have sprung up in Stormwind and Orgrimmar that will give brawlers a chance to earn bragging rights by testing their solo PvE mettle against some of the toughest creatures found in World of Warcraft. The first rule of brawls is you don’t talk about brawls. The second rule…
Pet Battles Improvements

Several UI and other improvements will be added to the Pet Battles system, including a way to upgrade the rarity of pets that you’ve captured.
Item Upgrades

You will be able to spend Valor Points to improve the item level and quality of gear you already own.
The Quest Continues

Wrathion is keenly interested in the conflict exploding between the factions on Pandaria’s southern shore. He’s sure to have additional tasks for players to complete as they continue their quest for Legendary gear.
Keep in mind this is only a taste of what’s to come, and that there’s even more in store. Stay tuned for additional details as we prepare to release Patch 5.1 for testing!

Blizzard just published the sales numbers for Mists of Pandaria and it looks like our favorite game is back over the 10M subscribers mark. For reference, the sales number for the previous expansions were:

  • The Burning Crusade - 2.4M First Day, 3.5M First Month
  • Wrath of the Lich King - 2.8M First Day, 4M First Month
  • Cataclysm - 3.3M First Day, 4.7M First Month

Justice and Honor Gear Changes

We’re working to adjust current Justice and Honor gear to better align with intended values. Currently it’s more lucrative to run Battelgrounds for ilvl 464 epics, and convert all Justice to Honor to gear up. While some crossover is fine, the most optimal way to gear for PvE doesn’t make sense to happen through PvP.

This hotfix will ideally go out today, and once applied will change all Justice and Honor items (including those already purchased) in the following ways:

Justice Items
    Current – ilvl 450 Rare
    New – ilvl 458 Rare

Honor Items
    Current – ilvl 464 Epic
    New – ilvl 458 Rare

We’ll be increasing the PvP Power and Resilience on the Honor items by 15% to compensate for this change.

Again, our design in Mists of Pandaria is to allow for a greater degree of crossover between PvE and PvP using the same gear, but the original item levels simply made Honor gear (through Battlegrounds or conversion of Justice to Honor) a far better route to gear up for PvE. Players who enjoy PvE shouldn’t feel forced to PvP to get the best gear, and vice versa.

Faction Justice Gear Reputation Requirements Hotfix

Players who are looking to purchase this gear should seek out the following vendors:

Townlong Steppes:
  • Shado-Pan - Rushi the Fox in Shado-Pan Garrison
  • All - Commander Lo Ping in Niuzao Temple

Vale of Eternal Blossoms:
  • August Celestials - Sage Lotusbloom or Sage Whiteheart in the Horde and Alliance Shrines
